Centac Systems Limited — Last updated 30 May 2026. These Terms govern your access to and use of the Centro Access platform. By using the platform you agree to be bound by them. They apply to end customers, network providers, and all other users.

1. Introduction

These Terms and Conditions ("Terms") govern your access to and use of the Centro Access platform, website, and associated services (collectively, the "Platform"), operated by Centac Systems Limited ("Centro Access", "we", "us", or "our").

By accessing the Platform, submitting a service request, registering as a provider, or otherwise using any part of the Platform, you agree to be bound by these Terms. If you do not agree, you must not use the Platform.

These Terms apply to all users of the Platform, including:

  • End Customers — individuals, households, and businesses searching for connectivity services
  • Providers — network operators, infrastructure owners, ISPs, and wholesale providers who connect to the Platform via Lync or share coverage data with Centro Access

2. About the Platform

Centro Access is a connectivity operations platform that aggregates coverage information from multiple network providers and enables end customers to discover available services, submit service requests, and connect with providers at their location.

Centro Access is an intermediary. We facilitate the connection between customers and providers but are not ourselves a network operator or service provider. We do not guarantee the availability, quality, pricing, or delivery of any connectivity service offered by a provider through the Platform.

Any service agreement, contract, or commitment for connectivity services is made directly between the customer and the provider. Centro Access is not a party to that agreement.

3. Eligibility

By using the Platform, you confirm that:

  • You are at least 18 years of age
  • You have the legal capacity to enter into a binding agreement
  • If acting on behalf of a business, you have the authority to bind that business to these Terms
  • Your use of the Platform complies with all applicable laws in your jurisdiction

4. Coverage Search

4.1 How It Works

The coverage search allows users to enter a location and discover which providers offer connectivity services in that area. Results are based on coverage polygon data shared by providers with Centro Access.

4.2 Accuracy of Coverage Information

Coverage data is provided by third-party network providers and is subject to change. Centro Access does not independently verify coverage data and makes no warranty that coverage information is accurate, complete, or up to date; that a provider displayed in results is currently able to deliver services at a specific address; or that the technologies listed are available at every point within a coverage area.

Coverage results are indicative only. Final confirmation of serviceability must be obtained directly from the provider.

4.3 Unrecognised Locations

If a searched location does not match existing coverage data, the Platform may return results based on the nearest available data as a reference. These results are illustrative and do not constitute a serviceability confirmation.

5. Service Requests and RFQs

5.1 Submitting a Request

End customers may submit service requests or Requests for Quotation ("RFQs") through the Platform by completing the relevant form for their chosen service and provider.

5.2 Identity Verification

Before a request is submitted, you will be required to verify your identity via a one-time password (OTP) sent to your email address or phone number. Submission of an OTP confirms that the contact details provided are accurate and belong to you or your organisation.

5.3 Forwarding to Providers

Upon submission, your request details — including your name, contact information, and service requirements — will be forwarded to the selected provider. Centro Access acts only as the forwarding channel and does not process, evaluate, or commit to your request on behalf of any provider.

5.4 No Guarantee of Response

Centro Access does not guarantee that a provider will respond to your request, provide a quotation, or offer the requested service. Response timelines and terms are determined entirely by the provider.

5.5 Accuracy of Submitted Information

You are responsible for ensuring that all information submitted in a service request is accurate and complete. Submitting false, misleading, or fraudulent information is prohibited and may result in your access to the Platform being suspended.

6. Provider Terms

6.1 Lync Integration

Providers may connect to Centro Access via our Lync integration to share coverage data and receive customer enquiries. By connecting via Lync, the provider agrees to these Terms and any additional provider agreement entered into with Centro Access.

6.2 Coverage Data

By sharing polygon coverage data with Centro Access, the provider warrants that they own or have the right to share the coverage data submitted; grants Centro Access a non-exclusive licence to use, store, display, and query the coverage data for the purpose of operating the Platform; accepts responsibility for the accuracy and currency of the data they submit; and agrees to update or correct coverage data when it changes materially.

6.3 Provider Visibility

Providers may choose to appear in search results with their name visible, or to remain anonymous while still having their coverage included. Providers are responsible for managing their visibility settings accurately. Centro Access is not liable for any commercial consequences arising from a provider's chosen visibility configuration.

6.4 Receiving Enquiries

By registering a provider email address with Centro Access, the provider agrees to receive customer RFQs and service requests forwarded by the Platform. Providers are responsible for responding to enquiries in a timely and professional manner.

6.5 Provider Conduct

Providers must not submit coverage data that misrepresents their actual network footprint; use data received via the Platform for any purpose other than responding to the specific customer enquiry; contact customers acquired through the Platform for any purpose unrelated to their submitted request without the customer's separate consent; or interfere with the Platform's operation or other providers' data.

6.6 Termination of Provider Access

Centro Access reserves the right to suspend or terminate a provider's access to the Platform if the provider breaches these Terms, submits inaccurate data, or engages in conduct that is harmful to customers or the integrity of the Platform.

7. Prohibited Conduct

All users of the Platform are prohibited from:

  • Using the Platform for any unlawful purpose
  • Submitting false, fraudulent, or misleading information
  • Attempting to access, scrape, or extract data from the Platform by automated means without prior written consent from Centro Access
  • Interfering with or disrupting the Platform's infrastructure, servers, or networks
  • Impersonating any individual, business, or provider
  • Using the Platform to spam, harass, or send unsolicited communications to any party
  • Attempting to circumvent any security or verification measure on the Platform
  • Reproducing, distributing, or creating derivative works from any content on the Platform without our written permission

8. Intellectual Property

8.1 Platform Content

All content on the Platform — including but not limited to the design, layout, graphics, software, text, and trademarks — is owned by or licensed to Centro Access and is protected by applicable intellectual property laws.

8.2 Licence to Use

Centro Access grants you a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform for its intended purposes in accordance with these Terms. This licence does not include the right to reproduce, modify, distribute, or create derivative works from any Platform content.

8.3 Provider Data

Coverage data submitted by providers remains the intellectual property of the submitting provider. By submitting coverage data, the provider grants Centro Access the licence described in Section 6.2. Centro Access does not claim ownership of provider coverage data.

9. Data and Privacy

Your use of the Platform is also governed by our Privacy Policy, which forms part of these Terms. By using the Platform, you acknowledge that you have read and understood our Privacy Policy.

Where you submit personal data on behalf of a third party, you confirm that you have the authority to share that data and that the individual has been informed of how their data will be used in accordance with our Privacy Policy.

10. Disclaimers

To the fullest extent permitted by applicable law:

  • The Platform is provided on an "as is" and "as available" basis without warranties of any kind, express or implied
  • Centro Access does not warrant that the Platform will be uninterrupted, error-free, or free from viruses or other harmful components
  • Centro Access does not warrant the accuracy, completeness, or fitness for purpose of any coverage data, pricing information, or provider details displayed on the Platform
  • Centro Access is not responsible for the conduct, service quality, pricing, or performance of any provider displayed on the Platform
  • Any reliance you place on information obtained through the Platform is at your own risk

11. Limitation of Liability

To the fullest extent permitted by applicable law, Centro Access shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the Platform; loss of revenue, profits, data, goodwill, or business opportunity; any service failure, delay, or non-delivery by a provider; any loss arising from inaccurate or incomplete coverage data submitted by a provider; or any unauthorised access to or alteration of your data.

Where liability cannot be excluded by law, Centro Access's total aggregate liability to you shall not exceed the amount paid by you to Centro Access, if any, in the twelve months preceding the event giving rise to the claim, or USD 100, whichever is greater.

12. Indemnification

You agree to indemnify, defend, and hold harmless Centro Access and its officers, directors, employees, and agents from and against any claims, liabilities, damages, losses, and expenses — including reasonable legal fees — arising from:

  • Your breach of these Terms
  • Your use of the Platform in violation of any applicable law
  • Any content or information you submit through the Platform
  • Your infringement of any third party's intellectual property or other rights

13. Third-Party Links and Services

The Platform may contain links to third-party websites or services. These links are provided for convenience only. Centro Access does not endorse, control, or accept responsibility for the content, privacy practices, or terms of any third-party website or service. Your use of third-party services is at your own risk.

14. Modifications to the Platform

Centro Access reserves the right to modify, suspend, or discontinue any part of the Platform at any time, with or without notice. We will endeavour to provide reasonable advance notice of significant changes. Centro Access is not liable to you or any third party for any modification, suspension, or discontinuation of the Platform.

15. Changes to These Terms

We may update these Terms from time to time to reflect changes in the Platform, our business, or applicable law. When we make material changes, we will update the "Last updated" date and, where appropriate, notify registered users by email. Continued use of the Platform after the updated Terms take effect constitutes your acceptance of the revised Terms.

16. Termination

Centro Access may suspend or terminate your access to the Platform at any time if you breach these Terms or engage in conduct that is harmful to other users, providers, or the Platform's integrity. You may stop using the Platform at any time.

Sections relating to intellectual property, disclaimers, limitation of liability, indemnification, and governing law survive termination.

17. Governing Law and Jurisdiction

These Terms are governed by and construed in accordance with the laws of the Republic of Uganda, without regard to its conflict of law provisions.

Any dispute arising from or relating to these Terms or the Platform shall first be referred to good-faith negotiation between the parties. If unresolved within 30 days, the dispute shall be submitted to the exclusive jurisdiction of the courts of Kampala, Uganda, including where applicable the Commercial Court Division of the High Court of Uganda.

For users accessing the Platform from the European Economic Area or the United Kingdom, nothing in these Terms limits any rights you may have under applicable consumer protection or data protection law in your jurisdiction.
